legislation right first time rather than have it passed in a

hurry knowing full well that it will very soon,have to be

amended.

At the same time Mr.Chang and Mr.Tisdall made it clear that

they are not looking to London for support"but we are happy to

else.However we both feel that the issus is one that can be

perfectly adequately dealt with in Hong Kong.And,in any
