Legislative Council (Powers and Privileges) Bill 1985
Third Reading
In my seven years being a member of this Council, I could not recall an incident that during the 3rd Reading of a
Bill speeches were made. Perhaps seven years is not long enough therefore I asked Sir S Y Chung whether during the time he was a member of this Council were there any speeches made during the 3rd Reading of a Bill. He could not recall any
incident as such. I did not have the time to do my research with regard to this aspect in the passage of a Bill but if there was an incident, it must be a very rare occasion. Today, the Legislature of Hong Kong is making history in that a number of my Unofficial colleagues and I are speaking this afternoon during the Third Reading of the controversial Legislative Council (Powers and Privileges) Bill 1985.
My colleagues have spoken on the proposed amendments during the Second Reading of this Bill two weeks ago and additional amendments have been made this afternoon after received further representations. These amendments were the
result of representations received by the UMELCO Office. The
key question that I ask myself is have we not listened? Have
we not studied and have we not analysed? I came to the conclusion that we have listened and listened carefully, we have studied and studied conscientiously, we have analysed and analysed thoroughly even as Typhoon Ial struck Hong Kong on Monday, June 24th. We have come to a conclusion that there is
no further reason for deferment of the Third Reading of this
Bill.
