LEGISLATIVE COUNCIL (POWERS AND PRIVILEGES) BILL
20. Any person who-
(a) publishes any false or scandalous libel on the Council or a committee or the proceedings thereof, or any report which wilfully misrepresents in any way any such proceedings; or
(b) publishes or prints any libel on any member concerning his character or conduct as a member and with regard to actions performed or words uttered by him in the course of the transaction of the business of the Council or a committee; or
(c) publishes, without the general or special leave of the Council, a report of any proceedings of the Council or a committee where such proceedings have not been held in public; or
(d) speaks words defamatory of the Council or a committee or the proceedings
thereof; or
(e) prints or causes to be printed a copy of any report, paper, minutes or votes or proceedings of the Council, as purporting to have been printed by the Government Printer or by or under the authority of the Council or by the President, and the same is not so printed, or tenders in evidence any such copy as purporting to be so printed knowing that the same was not so printed, commits an offence and is liable to a fine of $50,000 and to imprisonment for 3 years.
21. Any person, being a stranger, who—
(a) enters or attempts to enter the Chamber or the precincts of the Chamber in
contravention of any order of the President; or
(b) fails or refuses to withdraw from the precincts of the Chamber when ordered
under section 8(1) so to do; or
(c) contravenes any order made under section 8(2) regulating the admittance of strangers to or the conduct of strangers within the Chamber or the precincts of the Chamber,
commits an offence and is liable to a fine of $2,000 and to imprisonment for 3 months.
PART V
MISCELLANEOUS
22. Upon any inquiry touching the privileges, immunities and powers of the Council or of any member, any copy of the journals printed or purporting to be printed by the Government Printer shall be admitted as evidence of such journals in all courts and places without any proof being given that such copy was so printed.
23. The powers of the President under this Ordinance shall be supplementary to any powers conferred on him by Letters Patent or Royal Instructions.
24. The Council, the President or any officer of the Council shall not be subject to the jurisdiction of any court in respect of the exercise of any power conferred on or vested in the Council, the President or such officer by or under this Ordinance or the Standing Orders.
25. Within the precincts of the Chamber, every officer of the Council shall, for the purposes of this Ordinance and of the application of the criminal law, have all the powers and enjoy all the privileges of a police officer.
