I trust that there will stil be criticisms that we have not defe the Second Reading in order to allow more public comments on this Bill. The Ad Hoo Group and our unofficial colleagues are convinced of the intrinsic value of this Bill and that the legislative Counoi) is tho proper forum for us to express our views. We have gone through many timos the repeated oriticisme and believe that wo should make clear our
support to its intrinsic value and give reasons for it befor the
publio juigonent on the morit of this Bill is so clouded by the critioiams made againnt parts of the Bill, which we know, an early
as on the 3rd of June, will be removed. These parts of the Bill will be subjected to delction or amendment, and we should not throw away
the baby with the bathwater. To mo, open government, whether its
logislature is appointed or elected or a combination of both, means
reponsible and responsive government. It does not mean that it le
open for everyone to govern. The Legislative Council alone must make
the final decision. It must do so now, it will do so in the future.
