Kong Governmnent or the Unofficials could agree to drop the Bil1 altogether without seriously undermining LEGCO's position. The

objectionable part of the Bill has been dropped, and what remains

seems defensible. There is, I think, no option but to let Hong Kong

proceed and to answer criticisms as and when they arise. In this

context, Mr John Morris, QC, MP has approahced Mr Luce and asked to

discuss comments of the Hong Kong Bar Association on the Bill.

Mr Luce will see him on 24 June to point out the modifications which

the Hong Kong Government has already made to

to the Bill and to inform

him of the additional amendments which will be made on 26 June.
