was a slight increase in both categories
between 82/3 and 83/4, there are indications
that 84/5 will show some improvement.
Clearly, it would be dangerous to speak of a
trend on the basis of the data available so
far.
The Education Department has been very
conscious of the need to give teachers every
possible assistance in dealing with unruly
and delinquent pupils. A Standing Committee
on Unruly and Delinquent Behaviour in
Schools was established in 1982 under the
chairmanship of the Deputy Director of
Education to keep this matter under review
and to consider constructive measures to
assist teachers.
Measures specifically
related to training have included:
(i) provision of regular seminars and
workshops for serving heads and
teachers jointly organized with
other government departments such
as the Police and the Social
Welfare Department;
