Reply by the Secretary for Security to a Question raised by the Hon Mrs Selina CHOW, JP in the Legislative Council on 12 June 1985

Question:

Will Government inform this Council

(i)

(ii)

(iii)

how many Filipina domestic helpers are currently employed in Hong Kong;

what has been the rate of increase in the last three years; and

are they prevented by their terms of contract from changing employers during the contract period and, if so, how is compliance with this condition enforced?

Reply:

sir,

(i)

At the end of May there were 24,008 Filipina

domestic helpers working in Hong Kong,

(ii)

The number has increased by 66% since January 1982.

The annual rates were 39% in 1982, 23% in 1983,

minus 7% in 1984 and plus 5% in the first five

months of 1985.

(iii)

Filipina domestic helpers are not prevented by the

terms of their contracts from changing employer

during the contract period. But the "conditions

of stay" the Director of Immigration imposes on

them when they arrive in Hong Kong will specify

who their employers in Hong Kong are. If thereafter
