The present budget has been constructed in a clima te of hope and an almost 10 percent expansion. We must always remember that we must pay for our hopes. Nothing is for

nothing. We are talking about billions of dollars.

Sir, we are a more caring society than we were, but we must retain our sense of competitive realism. As Damon Runyon put it "the race is not to the swift always, nor the battle to the strong, but that's the way to bet". I will hope members will keep that in mind for their next trip to Happy Valley.
