In August 1983 when various procedural
changes in the Legislative Council were implemented, the Chief Secretary undertook to let you know about the results of any future exercises of a procedural/ organisational nature concerning the Standing Orders of the Legislative Council which might conceivably be over-interpreted.

Following the batch of amendments made in June 1984, another resolution to amend Standing Order 60 is scheduled to be moved in the Legislative Council on 6 February 1985. The amendments provide for the Finance Committee to meet ordinarily in public, with the power to go into closed session when necessary.
This change is designed to encourage a greater level of involvement by the public at large in the administration of Hong Kong, following the successful examples of the holding in public of the special meetings of the Finance Committee to examine the draft Estimates prior to the committee stage of the Appropriation Bill and the public meetings of the Public Accounts Committee to hear evidence from Controlling Officers. There is no political signi- ficance in the amendment, and over-interpretation is unlikely.
