(a) First sitting
The first reading is purely formal, and is made by the Clerk to the Legislative Council. The second reading starts with a speech made by the Member in charge of the bill who will give a brief outline of the provisions of the bill. The Member concludes by moving that the debate on the second reading be adjourned.

sitting, occasionally at a subsequent sitting, the debate on the second reading is resumed whereupon any Member may speak. The Member in charge has the right of reply. The question is then put that the bill be read a second time. If carried, the bill is then read formally the second time and stands committed to a committee
