Select Committees

In the coming session it is the intention to form select committees to continue investigation into the arrangements for the Trial of
of Complex Commercial Crime and to consider changes to the Standing Orders of the Legislative Council. Other select committees may be formed. In planning the timetable for the enactment of legislation, Branch Secretaries should consider whether the bills for which they are responsible are sufficiently complex or controversial as to warrant detailed scrutiny at the committee stage by
by a select committee and, in this event, they should include a recommendation to this effect when submitting their legislative proposals to the Executive Council.
Drafting Priorities
18.
In order to ensure an even flow of legislation over sessions of the Council, drafting priorities will in future be set twice yearly, in September and March, at meetings chaired by the Chief Secretary and attended by Branch Secretaries. At these meetings, in addition to setting priorities for the current session a forecast will be made of the items that should be brought forward early in the next session.

Where appropriate the changes announced above will be incorporated in General Circular No. 2/85: Practices and Procedures of the Legislative Council which will re-issue shortly.
