Carter said that the endorsement for passports expiring
before 1997 would be as

was therefore no question of issuing new passports
before 1997. The Governor explained that some people
might want the new passports before 1997, although it
had not yet been decided when these should be issued.
The object was to have a form of passport that would not
change on 1 July 1997.
