Governor directed that there
should be further consultation with the Attorney
General's Chambers to ensure that the Bill was fully in
accordance with the Agreement. There would be benefit
in not complicating the legislation by trying to cover
these special cases, particularly if they were likely to
raise objections from the Chinese. Mr D. Akers-Jones
suggested that they might be excluded and dealt with
later by schedule.

confirmed that it would be indexed on an annual basis
but the appropriate means of indexing had still to be
devised. The Chief Secretary said, and it was agreed,
that the safest course was to try to construct
tailored index to measure the cost of land production.

Leaving aside the question of how the proposals
should be dealt with in terms of paragraph 41, Members
agreed in principle to the recommendations at paragraphs
42-44, but subject to the outcome of the further
consultations with the Attorney General's Chambers and
their advice on whether the proposals accord with the
Agreement.
