Exemption Sec 27(1)(a)(c)(d)
took the view that there would
have to be a consequential change to the general policy
towards CPPCC delegates outlined at paragraph 7 of the
memorandum. 7(b) and (d) should be relaxed; 7(c) should
be decided on an individual basis; but with regard to
7(a), CPPCC delegates should not be given any honours by
the Queen, particularly if the Oath of Allegiance was to
be changed. The Chief Secretary felt that while that
7(b) and (d) should be modified, the policy
the policy regarding
CPPCC members who were not members of District Boards,
Regional Councils or the Legislative Council should not
be reviewed at the present time. The Governor said it
was preferable to deal with these issues as and when
to
deal
they arose and to treat each case on its merits rather
than attempting to lay down general principles now.
However, the general policy at
paragraph 7 should be
considered again in the light of the decision on
paragraph 8(a).
