was the normal constitutional way in which the British
Parliament passed an enabling law. HMG bad stated,
definitive obligations and they were now taking powers
effect these obligations through the normal
to
procedures of Parliament.

INVITATION TO THE COMMISSIONER OF POLICE TO VISIT CHINA
The Governor asked for Members' views on the
official invitation to the Commissioner of Police to
visit China which he had mentioned at the last meeting.
Members agreed, now the Agreement had been signed, that
there would be no objection to the Commissioner of
Police visiting China. As to whether the invitation
should be accepted by Mr R. Henry or by his successor,
Members took the view that it would be safer for Mr
Henry to accept. He was extremely experienced and a
percipient observer and could report back with a view on
how, or whether, the relationship should be developed
further.

The Governor noted that this was Mr McLaren's
last meeting of Executive Council. On behalf of the
Council, be thanked Mr McLaren for his services to Hong
Kong while he had been Political Adviser.
