should be introduced
into the
Legislative Council.

The Council considered memorandum XCR (85)20.
The Council ADVISED and the Governor ORDERED:
(a) that the
the concept of underground
car parks in the central urban
area is acceptable in principle,
in view of the disruption which
would arise during construction
if
(i) they were
roads; and
built under
(ii) they were built under areas
zoned as open space;
