on the matter of the Oath of Allegiance to be taken by
Members of the Legislative Council. A paper on this
matter would be submitted to the Council shortly. Other
matters raised included Vietnamese refugees (on which he
had pointed out the need for more fundamental
solutions), the need for the joint

students to continue, and finally the Joint Liaison
Group. On the latter matter a paper would be submitted
to the Council shortly containing proposals on the
Composition and operation of the Group. The Governor
had used the visit to stress the importance on
maintaining a two-way traffic of visitors to and from
Hong Kong. It was possible that
that Sir William Harding
would visit Hong Kong in the spring and that Sir Anthony
Acland would visit in June.
There was also the
possibility that Mr Richard Luce
Luce would
would visit in the
autumn. He thought it unlikely that the Secretary of
State would make a further visit in the near future.
