The Council considered memorandum XCC (85)14.
The Council ADVISED and the Governor ORDERED:
(a) that in the electoral college
elections
to the Legislative
Council in 1985 a repeated
ballot
system,
(with
the
elimination, at each ballot, of
the least successful candidate),
as described in paragraph 4 of
the
memorandum
employed;
should
be
(b) that
in
the
functional
constituency
elections
an
absolute majority alternative
vote system as described in
paragraphs 7 and 8 and the Annex
to the
