that the British Government was introducing the

amendment to clause 2(1)(b) of the Hong Kong Bill which

had been discussed by Members at the meeting on 29

January. If the point about right of abode was raised

given that, as stipulated in the Hong Kong Agreement, holders of permanent SAR identity cards would have this

fact stated in their 'British National (Overseas)'

passports as evidence of their right of abode

in such discussions, the British Government's aim would

be to ensure that the holder of such a passport need
