The Council ADVISED and the Governor ORDERED:
(a) that Government
should proceed
with
land
acquisition and
disposal on the basis described
in paragraphs
16-18 of the
memorandum; and
(b) that
the
division
of
responsibilities
for
implementing the engineering/
operating aspects of the system
as set out in paragraphs 20 and
21 of the memorandum should be
adopted.
Sir S.Y. Chung abstained from the advice given
by the Council.
