It is not envisaged that conflict of interest between the Director of Industry in his capacity as such and as the Chief Executive of the Corporation will arise. This is because the HKIEC is set up to pursue the policy of the Government in respect of industrial estates and is subject to the direction of the Governor.

The appointment of the Director of Industry as Chief Executive will create an official majority on the Board which is not considered desirable. In order for unofficial representation be given due weight on the Board, the present restriction imposed by section 7 needs to be overcome.

In practice it is envisaged that only a small part of the Director of Industry's time will be taken up by his work as Chief Executive of the HKIEC. It is therefore proposed neither to charge the Corporation for his services nor to pay him any additional remuneration above that which he receives
