VISIT OF JI PENGFEI TO HONG KONG
A 1. Mr Galsworthy submitted on 11 July recommending that
the Embassy in Peking tell Chinese officials that we
would welcome visits to Hong Kong by Ji Pengfei and other Chinese leaders involved with Hong Kong matters. They did so on 16 July.
B 2. We heard nothing more until Sir Y K Pao told the (6)- Governor on 18 November that Ji Pengfei had indicated to him recently that he would like to come to Hong Kong in
early December. The Governor put this proposition

3. Ji Pengfei is the 75 year old Director of the Hong Kong and Macau Office of the State Council, a member of
the Central Committee and a State Councillor. He is the
most senior Chinese official dealing directly with the question of Hong Kong. He has recently been appointed
Chairman of the Basic Law Drafting Committee. He has never visited Hong Kong.
