Macau office of the State Council in Peking, Mr Ji Pengfei will
be visiting Hong Kong from 10 December.
I t was agreed earlier
that we should use the visit to attempt to carry the dialogue
representative government further with the Chinese.

We have been discussing with the Governor this week in
telegrams a speaking note for him to use in the discussions
with Ji Pengfei. We have now reached agreement with him on the
attached note, which he cleared with the Executive Council this
morning.
