the 1984 White Paper was invented by Hong Kong, Peking and London to sell the Joint Declaration to Westminster and Hong Kong people: hence the rush to publish before the agreement was debated in Westminster.
the White Paper reforms are a sham, and Hong Kong's ruling elite (Officials and UMELCO) will ensure that they remain So.
An apparently more "representative" system will anyway enable officials to consult "grass roots" opinion less, rather
than more. Hong Kong people should forget about more "democratic reforms" (sic) and

That apart there
is the usual Walden
that things. were all right (sort o f) till 1980 when he retired: the conspiracy began in 1981 (he implicitly moves the date of the
1980 Green Paper by one year). He also suggests that the Urban Council was tolerated for 30 years simply because no one dared to get rid of it (without explaining why HKG should have chosen to increase both its autonomy and elected element 1973). But more coherent than "Excellency, Your Gap is showing" I suppose.

There are several references to HKG and hostility "democracy"
over the years; and the third para. on page 2 deals with HKG "smear tactics" in this general context. But the idea is not developed.
