following developments have taken place in your

Mr Ji Pengfei, the Chairman of the Hong Kong and Macau
office of the Chinese State Council

He is paying a three day official Hong Kong Government, to be followed by 10 days as the guest of
the NCNA. In his first few days Ji has toured Hong Kong, had
lunch with the Chief Secretary and met the Governor twice for
talks. The visit has received substantial press Coverage both
in Hong Kong and in the UK.

As previously agreed with us the Governor used. his
meetings with Ji to initiate an informal discussion on the need: convergence between the development of representative)
government in Hong Kong up
to 1997 and the Basic Law. At his
meeting with Ji the Governor explained how Hong Kong
works now, emphasising the factors

that make it dynamic. Ji
explained the timetable for the drafting of the Basic Law. At- the second meeting the Governor dealt with the development of
representative government.
In doing this he adopted a
substantially more conciliatory tone than he h ad at first:
proposed. He emphasised our commitment to the 1987 review and
the need to reassure the professional classes. He said that a
continuing dialogue was necessary to build trust between the
two sides.
