MEMBERS.
EITHER CAN BE ACHIEVED BY ADMINISTRATIVE ACTION BY THE GOVERNOR
THROUGH HIS EXISTING POWER OF APPOINTMENT TO EXCO.
11. THE GREEN PAPER FOREWAW THAT THE MAJORITY OF UNOFFICIAL MEMBERS
OF THE EXECUTIVE COUNCIL SHOULD BE REPLACED PROGRESSIVELY BY MEMBERS
ELECTED BY THE UNOFFICIAL MEMBERS OF THE LEGISLATIVE COUNCIL. AN THE WHITE PAPER THE ALTERNATIVE PROPOSAL WAS NOTED UNDER WHICH A FUTURE CHIEF EXECUTIVE WOULD BE FREE TO CHOOSE HIS OWN EXECUTIVE COUNCIL. THERE HAS BEEN LITTLE PUBLIC COMMENT ON EITHER PROPOSAL. BY 1987 THE MAJORITY OF UNOFFICIAL MEMBERS OF EXCO WILL ALMOST
CERTAINLY HAVE BEEN CHOSEN FROM LEGCO. BEGIN SQUARE BRACKETS
GIVEN THE IMPORTANCE OF CONVERGENCE WITH THE BASIC LAW, WHICH WILL
NOT APPEAR IN DRAFT UNTIL 1988, THERE IS UNLIKELY TO BE STRONG
PRESSURE IN FAVOUR OF CHANGE IN THE 1987 REVIEW ON THIS POINT.

MINISTERIAL SYSTEM: BUT THAT THIS WAS NOT THE ONLY WAY OF PROCEEDING.
THE ISSUE WAS NOTED AS ONE FOR CONSIDERATION AT A LATER STAGE. NO
COMMITMENT WAS GIVEN THAT THIS WOULD BE DONE IN THE 1987 PEVIEW:
BUT THE ISSUE WILL HAVE TO BE REFERRED TO.
13. THE OPTIONS ARE:
(A) THAT DECISIONS OF THE EXECUTIVE COUNCIL SHOULD CONTINUE TO BE
CORPORATE: AND THAT SECRETARIES (SENIOR CIVIL SERVANTS) SHOULD
CONTINUE TO EXPOUND AND ANSWER FOR THESE POLICIES AS ''GOVERNMENT
POLICIES IN THE LEGISLATIVE COUNCIL : OR
(B) UNOFFICIAL MEMBERS OF THE EXECUTIVE COUNCIL WHO ARE ALSO LEGCO
MEMBERS SHOULD ASSUME GREATER RESPONSIBILITY FOR AREAS OF POLICY
AND ANSWER FOR GOVERNMENT POLICY WITHIN THEIR AREA OF RESPONSIBILITY
IN LEGCO. THE CORPORATE RESPONSIBILITY OF EXCO AS A WHOLE WOULD
HOWEVER REMAIN UNCHANGED.
14. IF IT WERE DECIDED TO PURSUE THE SECOND OPTION THEN THE
SENIOR UNOFFICIALS OF LEGCO COULD CONVENIENTLY ALSO BECOME THE
