Principal bodies include the Transport Advisory Council;

the Housing Authority; the Social Welfare Advisory Committee;

the Medical Development Advisory Committee; the Education

Commission. Their membership is carefully selected to reflect

specialist knowledge and community activities. In recent

years, the proportion of Unofficials has been steadily

increased, and wherever possible the Chairman is an Unofficial.

A constant inflow of new ideas is ensured by deliberate

turnover of membership.

The Joint Declaration

Main Areas of Autonomy set out for the H.K.S.A.R.:

to decide its own education policy;

to make laws for the H.K.S.A.R.:

to have autonomy in economic, financial

and monetary fields;
