Select Committees

These may be appointed to consider and report

upon issues as directed by the President on a

proposal by a Member of Council. In recent years

there has been only one (Complex Commercial Crimes).

A Select Committee lapses at the end of the annual

session of Council. In the 1985 session, three

(including one to renew Standing Orders) are so far

proposed. Until now, this function has been

virtually carried out by the Unofficial Members of

Executive and Legislative Council (see paragraph 16);

but an increasing number of Select Committees can be

expected in future.

Unofficial Members of Executive & Legislative Councils - Activities

The Unofficial Members have, in the Legislative Council

Building, their own offices and staff, to assist them in

studying Bills and courses of action proposed by the Government

and in receiving representations from public groups and

members of the public. (It is known as "UMELCO" Unofficial

Members of Executive and Legislative Councils Office).

UMELCO has for the 1985 session formed 21 panels,

which meet regularly with senior civil servants to cover

programme areas, such as education, manpower, health, welfare,

the Civil Service, housing, trade, industry, transport and

public relations.
