Discussion with ZHOU Nan, Vice Foreign Minister at the Foreign Ministry, Beijing, 19 October 1985
ZHOU Nan said that Ching looked for full implementation of the UK/China agreement and to continued co-operation after 1997. The JLG had had a useful meeting and there would be another soon. Agreement had been reached about the Asian Development Bank. China wished to strengthen its role in the economic world and was considering resuming its role in GATT. She assumed drafting of the basic law on Hong Kong would be complete before 1990. Twenty-three Hong Kong people would be involved in this process. There would be a consultative committee on the basic law consisting of Hong Kong people only.
ZHOU Nan asked what were the views of the Hong Kong Group in Parliament on close co-operation with China in "the transitional period" and on the representative system of Government.
I explained that the group contains members of all Parties and does not usually take a position on policy as a group. It consists of members interested in Hong Kong who may have different opinions individually though it would be safe to say they all have the interests of Hong Kong at heart. Quite a number of its members are also members of the British/Chinese Parliamentary Group.
Speaking personally, I said I was in favour of the closest co-operation with China in the transitional period and took a cautious line about representative Government. ZHOU Nan said the UK/China declaration and agreement were
