The Secretary of State has seen your minute of 22 November about the remarks made by the Director of the NCNA in Hong Kong.
The Secretary of State endorses the action you proposed the Embassy in Peking should take. He wonders whether we should not in addition take the opportunity to counsel the Chinese Government strongly against
raising an issue of this sensitivity in public rather than in private;
the effects on confidence in Hong Kong of such a procedure.
The Secretary of State believes that the Chinese Government need to be taught at every opportunity about the link between Hong Kong's prosperity and market confidence: and need to be shown the sensitivity of markets to thoughts - let alone words however casual, on sensitive subjects of this kind.
