On 20 November Hong Kong informed us that on the following day the Director of the NCNA in Hong Kong, Mr Xu Jiatun, would be holding his first formal press conference
since he came to the territory in 1983. We asked Hong
Kong to speak to the NCNA in advance and urge that Mr Xu
make no inflammatory comments on the question of representative government. The Political Adviser did this
on the evening of 20 November.

Mr Xu failed to heed this advice. While much of what
he said at the press conference wa s conventional, he
commented at the end that "in certain respects there was
already a tendency to deviate
deviate from the principles of the
Joint Declaration, and this could not be ignored". He
declined to elaborate on this but the Hong Kong press knew that he was referring to the development of representative government and the press headlines today reflect this.
made one other unfortunate remark, which is itself
contrary to the terms of the Joint Declaration, when he said that it was too early to say which system would be
best suited to Hong Kong, direct elections, indirect
elections or consultation.
