Section 12 of the first principal Ordinance is amended by deleting "Chair- Amendment of man" wherever it occurs and substituting the following-

"Designated Officer".

10. Section 13 of the first principal Ordinance is amended by deleting "through Amendment of the Chairman".

11. Section 14 of the first principal Ordinance is amended-

(a) by inserting after paragraph (d) the following-

“(da) fails to complete and deliver to the Designated Officer a notice of

acceptance of office in accordance with section 11;"; and

(b) by deleting "the Chairman" and substituting the following-

"his office as such member shall become vacant and the Chairman".

12. Section 15 of the first principal Ordinance is amended—

(a) in subsection (5) by inserting after "ordinary election" the following—

"for District Boards"; and

(b) by inserting after subsection (5) the following—

"(5A) At the meeting referred to in subsection (1) a District Officer shall preside and shall continue to preside until the Chairman assumes office but shall have neither a casting nor a deliberative vote.”.

Amendment of section 15.

13. Section 19(1) of the first principa! Ordinance is amended by deleting "as if Amendment of the references therein to the Chairman were references to the Designated Officer".

14. The Orders and Notices set out in the second column of the First Schedule and the provisions set out in the third column of the First Schedule are amended in the manner and to the extent set out opposite thereto in the fourth column of the First Schedule.

AMENDMENTS TO THE ELECTORAL PROVISIONS ORDINANCE

15. The long title to the Electoral Provisions Ordinance ("the second principal Amendment of Ordinance") is amended by inserting after "Council" the following-

", of the Regional Council".

16. Section 2 of the second principal Ordinance is amended-

(a) in the definition of "constituency" by deleting “or 3(1)(b)" and substituting

the following---

(b) or (c)";

(b) by deleting the definition of "Designated Officer" and substituting the

following definition-

"Designated Officer" means in relation to, or to any matter arising

from, an election-

(a) to the Urban Council, the Secretary of the Urban Council;

(b) to the Regional Council, the Secretary of the Regional

Council;

(c) in a District in the Urban Council area, the Regional Secret-

ary (Hong Kong and Kowloon);

(d) in a District in the Regional Council area, the Regional

Secretary (New Territories);";
