Mr Luce was grateful for your submission of 24 July. He wonders whether the Hong Kong Government's revised procedure is the right way of addressing this problem. He fears that there could be charges from critics of the stipend scheme that the Government was pushing it through in an underhand way by adopting a purely administrative route. Since the measure is potentially controversial, Mr Luce thinks that the Hong Kong Government might be better advised to wait until the Bill can be processed in the normal way by the next session of LEGCO assuming that it is not essential for the new scheme to be introduced in some form before the elections take place.
