The Governor's letter of 2 September to you referred to the need to enveigle the Hong Kong and Macao Office to enter into a closer informal relationship with the Embassy.

2. I agree that such a relationship is needed. We shall do our best to get it. On present form, Peter Thomson could probably get Zheng Weirong to an informal lunch about once every four to six weeks and Lu Ping perhaps once a quarter. I intend to encourage the Chinese to go further by speaking to Li Hou himself, either at Li's dinner for Michael Thomas later this week or during a courtesy call of my own.
