All Members who have spoken have strongly expressed

the view that subsidiary regulations under the Bill should

desirably be made, in future, by resolution of the Legislative

Council. This view has been noted carefully by the Government

and will be carefully, and I daresay

sympathetically,

considered in the review of the electoral arrangements which

we shall be conducting in 1987 pari passu with the review of

how the 1984 White Paper proposals have worked out in practice

so that consideration can be given to any further developments

such as,

for example the introduction of a directly elected

element.

I have had to write this speech as the afternoon has

worn on and I hope that members will forgive me if this

further example of time constraint has meant that I have not

covered all points raised, but I think I have dealt with the

main ones.
