members elected by members of local councils and twelve members
elected by "functional constituencies", ie economic and
professional interests. It is proposed that elections should
be held so as to enable the reconstituted Council to meet in
October this year.

The draft amending Letters Patent and Royal Instructions
give effect to the proposals for introducing Elected Members into
the Legislative Council. The Secretary of State is familiar
with the only contentious issues which arose from this change,
and which were recently put to OD(K), In accordance with OD(K)'s
decisions the draft Royal Instructions include provision enabling
the Governor to dissolve the Council; if not sooner dissolved,
new elections will be held at three year intervals.
This
provision and the other amendments have been agreed with the
Governor.
