AMENDMENTS TO LETTERS PATENT AND ROYAL INSTRUCTIONS

1.

We have now received the sealed Royal Instructions from the Legal Executive Section.

2. Neither Legal Executive nor Legal Advisers know what should happen now. When the Letters Patent were last amended in 1982 ? the then Secretary of State wrote formally to the Governor, and the wording of his letter suggests he may have sent Hong Kong the original document (we certainly do not have it). When the Royal Instructions were last amended last year, my predecessor wrote formally to the Governor and seems to have enclosed photo- copies of the signed originals.

3. We have informed Hong Kong by telegram that both documents have received the Assent; and Hong Kong have subsequently gazetted them. It seems to me unnecessary to send either of the originals to Hong Kong. Unless you disagree, I would propose to write to Mr Lee Lap-sun (the officer of my own rank in the Government Secretariat now dealing with this subject) enclosing a number of printed copies of each of the documents. The originals will remain on file here.
