Amendments to Letters Patent and Royal Instructions
The Secretary of State has seen your submission of 31 January and Mr Luce's comments on it. He was grateful to be alerted to this extremely difficult problem and reserves judgement on it pending receipt
of Hong Kong's considered views. He has observed however that the choice is not quite as stated in Mr Osborne's minute of 4 February, paragraph 2. If we do not decide to reserve powers to the Governor in Hong Kong, the alternative would in effect be to impose direct rule from London.
