1. I have glanced at the attached letter and its enclosures, but obviously not absorbed it entirely.

Could Mr Hoare advise on how we now proceed bureaucratically? I assume that at some stage we will need to submit to Ministers.
3.
The only doubt about the legislation which occurs to me is that, if I have understood it correctly, it provides rigidly for elections to be held at 3-year intervals. It makes no provision for, exceptionally, elections to be held at other intervals. It occurs to me that at some stage in the run-up to 1997 we may wish to hold extraordinary elections.
