16. I have attached the amended drafts of the Letters Patent
and Royal Instructions with manuscript amendments which probably
make my comments and suggestions easier to identify than if I
were to have the draft retyped.
17. On the timing of these instruments, there are meetings
of the Privy Council on 13 February and 20 March. I think
that we will probably have to aim for 20 March.
