ordinary passports should as now apply for Hongkong

transit visas for their return journey to the British Embassy, High Commission or Consulate in the country

they are visiting.

5. The Consular Department of the Ministry of

Foreign Affairs reserves its right to make further re-

presentations to the British side on the fact that the

British Embassy in China does not accept applications for Hongkong transit visas from Chinese citizens hold-

ing ordinary passports. Pending mutual agreement, Hong- kong transit visas will temporarily continue to be

issued at Luohu.

6. The two sides will continue to discuss and

settle any problems arising from the implementation of this understanding and the problems mentioned in para- graph 5 above.

If the Embassy would kindly confirm its accept- ance of the above content in a note of reply, this Note and the Embassy's note of reply will constitute

understanding between the Consular Department of the Foreign Ministry of the P.R.C. and the British Embassy,

effective as from the date of the exchange of notes.

The Consular Department of the Foreign Ministry avails itself of this opportunity to renew to the Bri- tish Embassy in China the assurances of its highest

consideration.
