Process of Discussion and Negotiation
3. The background to the process of discussion and negotiation
is given in paragraphs 5 to 7 of the White Paper; and I have nothing to add to what is said there. The process itself began
when the Prime Minister visited Peking in late September 1982. She discussed the future of Hong Kong both with Chairmen Deng
1 Xiaoping and with Premier Zhao Ziyang. After her meeting with
Deng, the following joint statement was issued:
"Today [24 September] the leaders of both countries held
far-reaching talks in a friendly atmosphere on the future of Hong Kong. Both leaders made clear their respective positions on this subject. They agreed to enter talks through diplomatic channels following the visit with the common aim of maintaining the stability and prosperity of Hong Kong."
