1. Thank you for your despatch on the future of Hong
Kong, summing up the agreement and the negotiations that
led up to it. We are printing the "despatch in the
Departmental Series and giving it a wide distribution in
Whitehall.
2. The despatch is a useful summary of the negotiations,
and fuller than the unclassified account in the White
Paper. It will be helpful for those who were not
immediately involved, particularly as the department's
history of the talks is unlikely to be ready for a while,
and in any case will be so detailed as probably not to be
useful for those without the closest interest.
3.
I agree generally with your outline of the shape of
the negotiations.
