7. I recommend that the report be printed in the departmental series rather than as a diplomatic report. This is the category used for normal despatches, and I do not think that the definition of a Diplomatic Report ("The content of a despatch is of great political or economic significance, or of lasting historical value beyond, say, the forthcoming six months" DSP vot 3.9.6.4) fits this despatch. The report will give a useful round-up for those not directly involved in the negotiations and I recommend that it be given the distribution on the attached note.
