for Western Europe as Assistant Minister. In 1983 he was appointed Head of the Chinese delegation to the talks with

During the period between his postings in Pakistan and Tanzania
he visited Ghana in 1957 and attended the Geneva Conference on
Laos in 1961. Zhou undoubtedly possesses a sharp intelligence,
but he is ruthless and ambitious, and perhaps dominated by
these traits. Personally he can be very pleasant or vicious,
as the occasion demands. He speaks good English.
