The signing of the Joint Declaration on the Future of
Hong Kong was a milestone in the history of Britain and China
as well as of Hong Kong itself. I was very glad that I was able to take part in it and I am very grateful to your wife, yourself and your staff for your hospitality during my visit
to Hong Kong.
It must be a source of great satisfaction to you that, after many times of anxiety the negotiations with the Government of China culminated in such a successful outcome.
I send you
my warm thanks for your own part in the negotiations and for the knowledge, energy and devotion to the interests of Hong Kong which you contributed. The achievement of an agreement which met with such overwhelming acceptance by the people of Hong Kong is an achievement with which your name will always be connected
there.
I send to you and your family, and to all at Government House, my best wishes for a happy and restful Christmas and a successful and prosperous New Year.
