During the Secretary of State's discussion with Mr Wu on
19 December the Chinese referred to remarks made by Sir S Y Chung
during a reception/banquet given by Ji Pengfei. The point came
up immediately after the Secretary of State had referred to our
intention to have officials from the Hong Kong Government as
part of the British team on the Joint Liaison Group. After the
Secretary of State had presented our arguments, Lu Ping intervened
to say, with some forcefulness, that Sir S Y Chung had taken it
on himself, during a reception/banquet to make a speech referring
to himself as "representing Hong Kong". This, Lu claimed, had
angered many people there who had thought that Sir S Y Chung's
remarks were totally inappropriate.

The Chinese were clearly connecting in their minds
Sir S Y Chung's remarks about "representing" Hong Kong with the
Secretary of State's wish to have Hong Kong "representatives"
as part of the British team on the JLG. Their reaction to what
they clearly saw as an attempt by Sir S Y Chung to claim for
himself an unjustified position helped to complicate the
discussion about Hong Kong representation in the JLG.
Sir R Evans was given a separate account by Sir S Y Chung
and Mr Lobo of what happened and will record this separately.
