I do not think I can predict when there would be a

about Summits. Any such Summit would raise expectations very
very high indeed and I think, therefore, that before such a Summit takes place there should be very extensive preparations for it. Now, whether that would be towards the end of the year of the following year is not for me to say and I do not think one could predict, before one knows how the disarmament
talks get on.
