10. I can assure you that what is proposed by the Hong Kong Government a move towards more representative government is cautious and realistic. I do not believe that it will adversely affect stability and prosperity. It takes fully into account the terms of the Joint Declaration. The aim is the formation of a Government in local hands which is experienced, effective, and has Hong Kong's interests at heart.
