Prime Minister's Visit to Hong Kong: Programme
We have now received a number of further suggestions relating to the Prime Minister's programme in Hong Kong.
The Governor has suggested that the Prime Minister should have a formal, but brief, meeting with the Executive Council before her address to the joint meeting of the Executive and Legislative Councils. He considers that if she does not attend a meeting of EXCO during her visit to Hong Kong this could be misinterpreted. It would also be very much appreciated by members of both councils if the Prime Minister would join them for a glass of sherry in the anteroom to the LEGCO chanber for a short period after her address.
Lord Kadoorie has asked for a meeting with the Prime Minister while she is in Hong Kong. We do not think it would be appropriate to take up his suggestion of lunch at Castle Peak Power Station: nor indeed would there be time to do so. But Lord Kadoorie's personal contribution to the Guangdong Nuclear project, in which GEC are bidding for £320 million worth of business, has been considerable. He has played a crucial and difficult role in preventing the disintegration of the China Light and Power board during a bitter dispute over the quantity of electricity to be purchased by Hong Kong. We believe it would be an appropriate mark of appreciation and support if Lord Kadoorie was invited to a brief private talk with the Prime Minister. He will be a guest at the Government House dinner, and no doubt also at the planned reception for Community and Business representatives. The most convenient way to fit him in might be to suggest that he comes to Government House 20 minutes before the reception.
I enclose a copy of the Prime Minister's programme for 20 December, incorporating all the above suggestions. Would the Prime Minister be content with this?
